ICAI Central Council Election 2024: Dos & Don’ts

The Institute of Chartered Accountants of India (ICAI) to conduct ICAI Central Council Election 2024 on  6th and 7th December 2024.

Advisory Prohibiting Erection of Shamiana, Tents, Distribution of Tea, Snacks, Meals for ICAI Central Council Election 2024

This is regarding the Election Code of Conduct for the upcoming ICAI Elections scheduled for 6th and 7th December 2024. In order to maintain the integrity and transparency of the election process, the following activities are strictly prohibited: 

Prohibition on Erection of Shamiana, Tents, and Other Temporary Structures

The erection of shamianas, tents, pandals, or any similar structures on the polling days are prohibited at all times. 

Ban on Distribution of Tea, Snacks, and Meals on Polling days 

The distribution of tea, snacks, meals, or any form of refreshments, whether in person, through vehicles (vans, cars, buses), or via third-party vendors, are strictly prohibited. 

All candidates, their representatives, Regional Councils and Branch Managing Committee members are required to ensure strict compliance with these provisions. Non-adherence to or violation of the Election Code shall be liable for disciplinary action.

Advisory To All Voters For ICAI Central Council Election 2024

The ICAI has advised that mobile phones are strictly prohibited in the secret chamber. Voters are required to leave their mobile phones outside the Secret Chamber. 

Furthermore, Videography and Photography using mobile phones, cameras, or any electronic devices are strictly prohibited within the premises of the Polling centre. 

ICAI Election 2024 – Postal Ballot Procedure

All the registered voters whose name is on the list of voter as on 1st April 2024 including overseas members or someone who cannot vote at a physical polling booth can vote through postal voting in the ICAI Election 2024.

The postal voting system is quite simple. Initially, you will receive 2 ballot papers by post, one for the central council election and another for the regional council election.

To mark your vote use arabic numerals only. Place number 1 in front of your preferred candidates and number 2, 3, 4, etc. for additional preferences. However, if you do not want to indicate a preference you may mark cross/x beside the candidate’s name.

It is worthwhile to note that only arabic numerals like 1, 2, 3, etc. can be used to indicate preferences. If any other format such as Roman Numerals, alphabets, etc. is used then the Ballot Paper will be rejected.

The ballot will also be rejected if any other marks then the numbers are made.

Once you have filled the ballots and signed the declaration forms, you will find a set of 3 envelopes for your ballots and declaration and 1 pre-addressed outer envelope. You need to place all the three white envelopes in the pre-addressed outer envelope. Do not forget to sign in the designated space before sealing it.

Returning your ballots

For voters in India, a pre-addressed envelope will be provided, make sure to return it by Registered or Speed Post from the same city where it was posted by ICAI.

For voters outside India, return the ballots using any recognised postal services of the country except courier. 

Remember your ballots shall be sent from the same city/country listed in the voters list to confirm the authenticity.

Your ballots must reach the returning officer at ICAI’s headquarters at IST 5 PM on 13th December, 2024. The late submissions of the ballot papers shall not be counted. 

Postal Cost Reimbursement To Foreign Voter

If you are a foreign voter, you may claim your postal cost reimbursements, if your ballots arrive on time i.e. IST 5 PM on 13th December, 2024.

Voting Procedure For Imphal (Manipur) Changed From Voting By Poll To Voting By Post  For ICAI Central Council Election 2024

In pursuance of sub-rule (1) of rule 6 of the Chartered Accountants (Election to the Council) Rules, 2006 read with sub-regulation (4)(i) of Regulation 134 of the Chartered Accountants Regulations, 1988, the Lists of Voters as on 01.04.2024 for election to the Twenty Sixth Council and Twenty Fifth Regional Councils was published and made available w.e.f. 03rd September, 2024. 

Following the publication of the Lists of Voters, and in light of the current and urgent circumstances, the Institute has been informed of the escalating law-and-order situation in Manipur by the decentralized office in the Eastern Region, as well as through newspapers and news channels.

 In order to remove the likely hardship to the voters concerned, and in accordance with Rule 39 of the Chartered Accountant (Election to the Council) Rules, 2006, under the Chartered Accountant Act, 1949, it is informed that the voting procedure for the City of IMPHAL (MANIPUR) has been changed from Voting by Poll to Voting by Post. As a result, members listed under Serial Numbers 7641 to 7683, who were previously assigned to Polling Booth No. “E032,” will now be detached from the polling booth and converted to vote by post. This change does not affect voters who have opted forAnywhere Voting within or outside their region.
