K.R. Uday Bhaskar, V. Usha And Manoj Kumar Arora Promoted To The Post Of Principal Chief Commissioner / Principal Director General of Customs & Indirect Taxes : CBIC

The Central Board of Indirect Taxes and Customs (CBIC) has notified the promotion of three officers namely K.R. Uday Bhaskar, V. Usha And Manoj Kumar Arora to the post of Principal Chief Commissioner / Principal Director General of Customs & Indirect Taxes.

The President of India si pleased to empanel and promote Shri K.R. Uday Bhaskar (Emp. Code: 628; Batch: 1990; DoB: 13.10.1965), Ms. V. Usha (Emp. Code: 635; Batch: 1990; DoB:24.04.1965) and Shri Manoj Kumar Arora (Emp. Code: 638; Batch: 1990; DoB:24.09.1965) to the post of Principal Chief Commissioner / Principal Director General of Customs & Indirect Taxes in the Indian Revenue Service (Customs & Indirect Taxes)i n Level 17 of the Pay Matrix (Apex Scale) against the panel year 2025. 

The date of assumption of charge of the post, not before 01.01.2025 and until further orders.

Regular posting of the officers will be decided in due course with the approval of the Competent Authority. Till then, they shall assume the charge of the promotional post on in situ (as is where is) basis.

About K. R. Uday Bhaskar

Shri K. R. Uday  Bhaskar, took the charge as Chief Commissioner of CGST and Central Excise, Mumbai Zone under  the  Central Board of Indirect Taxes  and Customs on  20 August 2024. 

Shri  K.R. Uday Bhaskar is a 1990 Batch I.R.S officer and has worked in various  field  formations of Central  Board of  Indirect  Taxes  and  Customs in Mumbai, Chennai, Mysore, Trichy  and  Kochi. 

He has worked as CVO in Department of Atomic Energy, Kalpakkam and as Special Director in Enforcement Directorate. Prior to taking over the charge as Chief Commissioner of CGST and Central Excise, Mumbai Zone, he worked as Chief Commissioner of Customs Preventive, Tiruchirapalli.

About Usha V. 

Usha V. a senior officer of the Indian Revenue Service (IRS), has had an illustrious career spanning over three decades in various pivotal roles within the Central Board of Indirect Taxes (CBIC) and the Government of India. With extensive experience and leadership in the taxation and revenue domains, she continues to contribute significantly to the nation’s economic governance.

Current Roles and Contributions

Director General – Analysis and Risk Management

Since May 2024, Usha V. has been serving as the Director General – Analysis and Risk Management under the Central Board of Indirect Taxes. In this role, stationed in New Delhi, she oversees critical operations related to data-driven risk assessment, helping optimize tax administration systems and streamline indirect tax processes. Her expertise has enhanced efficiency and compliance, strengthening the government’s capacity to address revenue leakages and fraud.

Chief Commissioner

Concurrently, Usha V. has held the position of Chief Commissioner since June 2023. Her responsibility in this role includes managing wide-ranging tax policy matters, leading teams in implementing tax laws, and ensuring the seamless operation of taxation frameworks. Her work has been pivotal in the smooth enforcement of GST and other indirect tax systems across the country.

Principal Additional Director General – Directorate of Vigilance (CBIC)

From September 2021 to November 2023, Usha V. served as the Principal ADG in the Directorate of Vigilance, CBIC. Based in New Delhi, she was instrumental in ensuring ethical practices within the organization. By spearheading initiatives to uphold integrity and accountability, she fostered a robust framework for addressing disciplinary matters effectively.

Additional Director General (CBIC, Department of Revenue)

About Manoj Kumar Arora

Shri Manoj Kumar Arora, Chief Commissioner is a 1990 batch IRS officer. He took charge as Chief Commissioner of CGST & Customs, Thiruvananthapuram Zone in July, 2023 and have charges comprising all the Central GST and Customs Commissioncrates having jurisdiction over Kerala state and UT of Lakshadweep. He has worked in C.Ex, Cus (P), Airport & NACIN at different times. He was on deputation to Ministry of Company Affairs as Director and in the Ministry of Women and Child Development as P.S. to the Minister. He has also been officer on Special Duty in the Parliament. His last assignment was in DGPM where he introduced the performance management systems of Saadhit & Aakalan and the new performance review system of OSPR.
